Before construction
Property owners are required to have an approved vehicle access from the public road to the property boundary, if they wish to park off the road on to private property.
If you do the job yourself it’s your responsibility to find out where all the underground cables and services are on the site. That includes sewer, stormwater, drainage, water supply, gas, power and telecommunications services. Please take the time to make sure where all these services are, because you will have to pay for any damage done and of course any contact with underground power cables can be fatal.
If the crossing is being installed by a contractor or the council, it is their responsibility to find out about these things.
Residential vehicle crossing
This is the standard crossing used for a single residential property access. This access is usually provided by building a standard concrete driveway, which is fully paid for by the property owner.
The driveway once installed may need maintenance work or complete replacement to keep it to an acceptable standard.
We maintain driveways from the edge of the road to the back of the footpath where footpaths are constructed. If there are no footpaths the property owner maintains the driveway.
Residents may either have new vehicle crossings installed by Council’s contractors or arrange for the installation of their own crossings.

Heavy duty crossing
If the crossing is to be used by more than two residential properties, or by heavy trade vehicles, then you need a heavy duty vehicle crossing.

Extra heavy duty crossing
This type of crossing will be required in locations regularly accessed by heavy trade vehicle. Crossing of this sort should be installed by a concrete placement contractor.

Vehicle access in hill country
Where it is not feasible to construct Council's standard dished type vehicle crossing, the Road Asset Engineer's approval must be obtained before starting work on the crossing.

Installing vehicle crossing
Service provided by us
On payment of a fee based on a rate of $130.00 per square metre (inclusive of GST) plus an administration charge of $72.00 (inclusive of GST) for each application, we will arrange for our own contractors to carry out the work.
Privately installed crossings
Residents may make private arrangements for the installation of their own crossings provided the requirements detailed below are met:
- You must obtain a copy of the standard plan and specifications for residential vehicle crossings which are available at 30 Laings Road
- A refundable deposit of $200.00 is required along with a non-refundable inspection fee of $72.00
- We will inspect the base for the vehicle crossing before the crossing is poured, so please contact us before you carry this out
- On completion of the crossing, please get in touch so we can check that it has been built to standard
When the crossing is completed in accordance with our standards, the $200.00 deposit is refunded. Should the crossing not meet the required standard, Council reserves the right to rectify the faults and deduct the expense of this work from the deposit.
Concrete paving block crossings
Although not carried out by our own contractors, the private construction of interlocking concrete block vehicle crossings is permitted. The overall form of the crossing must conform to the plans for the standard crossings. A specification detailing the construction requirements is available on request. The same fee payment and inspection criteria apply as for standard crossings.
