How your rates are calculated and used

Your rates are calculated based on a number of factors, based on the value of your land and its uses.

Finding rating information for a property

You can find all Hutt City’s rating information on our property enquiry system.

What does this information include?

You can find full information about a property and how it is rated using our property enquiry system. This doesn’t include the name or postal address of the owner.

Can I find out names and postal addresses?

Yes you can. The Local Government (Rating) Act allows these details to be made available to the public, unless there has been a specific request to withhold them. The person requesting the information is required to personally come into Council and request.

To access these details you will need to come in to our office and talk to us in person, please get in touch.

How do I go about withholding my name and address details?

If you want your name and postal address to be withheld from the public rating information, you need to make a request in writing, providing details for each property concerned. You can change this back at any time by writing to us.

Things to note are:

  • If there is more than one owner for a property and you request to withhold details for it, all owner information will be withheld
  • Even if you withhold details, these will still be publicly available as part of a property’s Certificate of Title Information, which is available through Land Information New Zealand

How the rating system works?

Each rating unit (or property) is placed within a differential rating category, based on land use, and rates are calculated using these differentials.

How are the rating categories defined?

The following categories have been given differential weightings as outlined below:

This means that the rates are set by the rate in the dollar multiplied by the differential rating.

How are my rates calculated?

CategoryDescription
Residential
(RE)
All rating units in the city which:
  • Are used primarily for residential purposes
  • Are used or set aside for reserve or recreational purposes (other than East Harbour Regional Park), excluding properties categorised as rural
Rural
(RU)
All rating units in the city which:
  • Are used primarily for any purpose other than residential, commercial, industrial, recreational or reserve
  • Are used primarily for residential purposes, having an area in excess of 3,000m2 , but not connected to water and sewerage reticulation; or
  • Involve East Harbour Regional Park
Business Accommodation (BA) All rating units in any part of the city which are used primarily for commercial accommodation.
Business Central (BC) All rating units which are located within the Central Area Parking District and which are used primarily or predominantly for commercial and/or industrial purposes, excluding properties categorised as:
  • Utility networks
  • Business accommodation
Business Suburban
(BS)
All rating units in any part of the city which are used primarily or predominantly for commercial and/or industrial purposes, excluding properties categorised as:
  • Community facilities
  • Business central
  • Utility networks
  • Business accommodation
Utility Networks (UN) All rating units which comprise all or part of a utility network.
Community Facilities 1
(CF1)
All land in the city which is:
  • Non-rateable in terms of the Local Government (Rating) Act 2002
  • 50% non-rateable in terms of the Local Government (Rating) Act 2002
Community Facilities 2
(CF2)
All rating units in the city occupied by charitable trusts and not for profit organisations which either:
  • Use the land for non-trading purposes for the benefit of the community
  • Would qualify as 50% non-rateable in accordance with Part 2 of Schedule 1 of the Local Government (Rating) Act 2002 if the organisation did not have a liquor licence
This excludes any rating unit used for residential purposes.
Community Facilities 3
(CF3)
All rating units in the City occupied by not for profit community groups or organisations whose primary purpose is to address the needs of adult members for entertainment or social interaction, and who engage in recreational, sporting, welfare or community services as a secondary purpose.

*Hutt City Council collects rates on behalf of the Greater Wellington Regional Council:  

  • EDA is Economic Development Agency (Grow Wellington)
  • WGW is the rate set on properties that have utilised the Warm Greater Wellington assistance to help install clean heat or insulation in their homes

Jackson Street Programme

The Jackson Street Programme is a community based initiative to help reorganise and revitalise commercial activity in Jackson Street, Petone.

Business properties situated on Jackson Street between Cuba Street and Hutt Road are charged an additional rate, levied on the capital value at 0.08054 cents in dollar to cover costs of the programme.

Private Drains Upgrade

Properties repaying the cost incurred by Council in upgrading a privately owned drain are charged a targeted rate of 24.30 cents per dollar of cost incurred (each year for five years).

An example of a rating calculation

Let’s say your property is in differential class "residential" (RE), and has a capital value of $365,089. Your rates would be worked out as follows:

$365,089 X 0.27450    divided by 100 =    $1,002.17
Water charge    $337.00
Waste water    $440.00
Recycling charge    $36.00
Total Hutt City Council rates    $1,815.17
Greater Wellington Regional Council rates: Charges
$386,000 X 0.104651   divided by 100 =    $382.07
Economic Development Agency rate    $16.10
Total all rates    $2,213.34
